Winnipeg Ballei Performs With Skill and Spirit By LOUISE BRESKY The high quality of dance presented by the Royal Winni peg Ballet here Saturday night was significant proof of what public faith in an art can do . The company , which danced at Meany Hall , comes from a city which divides Canada's vast forests from her sprawl ing Western prairie - a city one third the size of Greater Seattle . The odds are against the de velopment of a mature ballet company in a small , young city .
